		<description>Well, generally you would be right. However, by publishing they mean selling the picture - they just want a cut (sounds like an old ganster flick). Here's a quote from photo.net :

I still think it stink's - you can buy an a little patch of land near a monument, put a funny sculpture or something then claim copyright and anybody that want's to photograph the monument (and you sculpture) has to pay you. But hey, after all, they're nice : "come see it, it's fun - but pay us so you can take a photo ..."</description>
