PS - I didn’t change the colors in Photoshop - it really was blue !

Q: Is the publishing of a photo of the Eiffel Tower permitted?
A : There are no restrictions on publishing a picture of the Tower by day. Photos taken at night when the lights are aglow are subjected to copyright laws, and fees for the right to publish must be paid to the SNTE.
So, show me the money :)))

Well, generally you would be right. However, by publishing they mean selling the picture - they just want a cut (sounds like an old ganster flick). Here’s a quote from photo.net :
I still think it stink’s - you can buy an a little patch of land near a monument, put a funny sculpture or something then claim copyright and anybody that want’s to photograph the monument (and you sculpture) has to pay you. But hey, after all, they’re nice : “come see it, it’s fun - but pay us so you can take a photo …”
